Community empowerment necessarily addresses the social, cultural, political and economic determinants that underpin health, and seeks to build partnerships with other sectors in finding solutions.

It is very important for the community to be active participants, instead of passive ones.

Empowering people is not an easy task. Individuals often do not have the time, energy, resources, and expertise to develop and implement such campaigns. Community engagement demands certain criteria, namely resources to enable empowerment such as political and legal rights, funding and the social capacity to create mobilization networks, opportunities such as those provided by institutional arrangements and finally motivations for people to exert their rights.
